Our History

The founders of the firm, John T. Batson and Richard H. Himes, were progressive in conducting business, both with their clients and employees. State-of-the-art equipment has always been used and maintained in the land surveying and engineering aspects of the business. Total station surveying equipment and data collection devices are used in the field. Global Positioning Systems (GPS) equipment is also currently used by the firm. Computer technology has continually been utilized in the office to support the field procedures. Modern software is used for surveying, hydrology and hydraulic calculations and design.

After the retirement of Mr. Batson in December of 1987 and Mr. Himes in December of 1991, the firm became a joint partnership of Gary F. Norvell and David M. Poe, both being active participants in the business and professional activities. In January 2006, David B. Harbin, who has been with the firm since 1996, was added as a partner.

In addition to the firm of Batson, Himes, Norvell and Poe, Engineers, Mr. Norvell and Mr. Poe established a second engineering firm in Sevierville, Tennessee, on July 4, 1998, Norvell and Poe, Engineers, LLC. This firm has now grown from its original employee size of two individuals to one equaling the parent firm. Norvell and Poe, Engineers specializes in supplying civil engineering and land surveying services to the Sevier County area as well as many surrounding counties, as well as western North Carolina and southwestern Virginia. The firm’s areas of expertise are commercial land development, condominium developments, residential subdivision developments, municipal road design, and municipal utility design. Norvell and Poe, Engineers, is the engineer of record for Hampton Utility District in eastern Tennessee.
